EDIT3: You can check your T-Mobile Coverage [L=HERE]http://www.t-mobile.com/coverage/[/L]. Just remember that T-mo's maps TEND to be conservative, and may look worse than it actually is in your area. (Other carriers, including AT&T/Cingular and Verizon, tend to over-exaggerate their coverage.) However, the MOST RELIABLE way to determine coverage in your area is still borrowing a friend's T-mo phone & service for a couple days, and/or purchasing a cheap T-mo Prepaid Kit and using it in the places you frequent the most.
EDIT4: It seems that the REGIONAL version of this plan is geared specifically to "SMARTACCESS" customers who can't get the NATIONWIDE version of this plan. IF you are a SmartAccess customer, and reside within one of the select areas offering this REGIONAL plan, you may want to check to see if T-mo can switch your plan to the REGIONAL one, if they can't switch you to the NATIONWIDE one. That makes more sense now...
