If you want to straight retail, guaranteed brand new in the box, go to
Prepaid cell phone, GoPhone | Cingular Wireless and pick out one of the prepaid phones they sell. It will come with $10 worth of prepaid time on a new SIM card. You can use that $10 to download ringtones or games or whatever and then swap your regular SIM into the phone.
Of course, ebay would likely be cheaper but through Cingular's site you get a warranty I think. Watch for the cheaper prices on the same phones on cingular.com/gophone though - those would be reconditioned models.
