Alltel Friendly roaming?

When you're in a friendly roaming area, does free mobile to mobile still count? My girlfriend and I both have Alltel phones and she is in a friendly roaming area and we're wondering if it's still free.

Friendly roaming is just like being in alltel's area...
its free as normal

Steady no blinking R is not free..
