will Siemens SL65 work with cingular networkkk>??

ive just bought a Siemens SL65( jewl phone) and as of right now i have a razor, with a cingular plan. will my cingluar network work in this unlocked siemens phone?? it said it will work with T-Mobile, Cingular, AT&T Wireless, Rogers AT&T, Fido. but my friend just recently bought a T-mobile phone that said it would work with his cingluar network but it woulnt recive any calls. could it just be the phone, or is it this way for all of them?? if any of you are able to give me any sort of information, it be greatly appreciated. thank you.
