well if you had a wireless router you would need some sort of isp to go into it to broadcast the signal. same would go for a router.

They act as your gateway, connecting without them is impossible (for all but the most uber of geeks, anyway).

As the first guy said, there is nothing stopping you from buying a router without an ISP, it's just that you won't be able to connect to the internet. All the router would be capable of doing is networking computers or devices in your home.
