Virgin Mobile?

Could someone explain to me their 'top up' thing? I chose to be on the '20$ a month' plan...but when I was downloading ring tones, they told me I need to top up my account...so I did (15$)...and now my account balance is 16.50$
What does that mean?!? Do I still have to pay the 20$ at the end of the month??
