How to use WM Wifi Router???

How do I get this to work for my HTC Shadow? I installed it, and it shows up as a wifi network, but it does not pull up a browser page. Do I need to purchase my carrier's WAP plan or the data plan? (I have T-Mobile)

*Im trying to get internet on my iTouch where ever I go.
